1. Understanding the Mission
The agency's modernization mandate stems from a 2024 GAO audit identifying material risks in the legacy mainframe estate supporting benefits eligibility determination. Our team has executed two prior transitions of materially similar scope — at the Department of Veterans Affairs (2022) and the Social Security Administration (2024) — and we propose to leverage those reusable patterns where applicable while customizing for this agency's specific data model and stakeholder constraints.
2. Technical Approach
We propose a strangler-fig architecture, retiring legacy services incrementally rather than via a high-risk forklift migration. The phasing aligns with the four functional pillars identified in §3.1 of the RFP:
- Phase 1 — Identity & access modernization (Months 0–4)
- Phase 2 — Eligibility determination engine (Months 3–10)

All workloads will be deployed on a FedRAMP High accredited boundary, with a documented zero-trust reference architecture aligned to NIST SP 800-207. Continuous ATO will be maintained via the agency's existing eMASS instance.

4. Pricing & Commercial Terms
The proposed firm-fixed-price ceiling for the 18-month base period is $14.2M, structured as 90-day payment milestones tied to objectively verifiable deliverables. We are offering a 22% reduction relative to the agency's published independent government cost estimate, achieved through reuse of accredited components from our federal cloud reference architecture.
5. Risk & Mitigation Summary
Three principal risks have been identified: (a) data quality in the legacy estate, mitigated by a Phase 0 discovery sprint; (b) workforce transition for the agency's 240-person operations team, mitigated by an embedded enablement program; and (c) regulatory drift during the engagement window, mitigated by quarterly compliance review boards co-chaired with the agency CISO.
